The lookout commemorates Iain MacGregor, a deceased member of the Bouvard Coastcare Group who worked tirelessly for the protection of the coastal areas of White Hills for nearly 20 years.

Bouvard Coastcare group has been operating for over 22 years and been the most active group in the City of Mandurah. The group is responsible for over 17 kilometres of coastline on the southern boundary of the city of Mandurah and has been the recipient of multiple Coastcare Awards for group activities and individual achievements.
