The plaque, mounted on a large stone set in a garden, commemorates the centenary of Local Government in Penrith. 

The Municipality of Penrith was incorporated on 12 May 1871 under the Municipalities Act 1858.

This plaque was unveiled by His Excellency the Governor of New South Wales Sir Roden Cutler V.C., K.C.M.G., K.C.V.O., C.B.E. on Wednesday, 12th May, 1971.
