The monument commemorates artist Napier Waller (1893 -1 972).
Napier Waller was born in Penshurst and as an artist who worked mainly in stained glass and mosaics. In 1952-58 he designed and completed the mosaics and stained glass for the Hall of Memory at the Australian War Memorial, Canberra. He was appointed O.B.E. in 1953 and C.M.G. in 1959.

He was born and raised one kilometre south west of here, the house was destroyed in the 1977 bush fires.
