The plaque commemorates Torquil Bright MacLeod (1889 - 1968).
Torquil Bright MacLeod, succeeded his father as 14th lineal representative of Macleod of Raasay in 1934.
He served in World War One in Gallipoli and the Middle East as a Captain in the 3rd Australian Light Horse Regiment, and in World War Two commanding the 22nd Australian Light Horse and 22nd Motor Regiment (Aust.).
He was President of the Royal Agricultural Society of Tasmania in 1948-49 and Warden of Richmond, Tasmania 1947-49.
