The plaque commemorates the bi-centenary of the birth of the explorer, Matthew Flinders.

Matthew Flinders (16 March 1774 – 19 July 1814) was a distinguished navigator and cartographer in the Royal Navy, who was the first to circumnavigate Australia and identify it as a continent. In 1801 he was commissioned to chart the whole coastline of New Holland, and he specially noted the fertile land around Port Phillip, today's Melbourne.

To mark the Bi-Centenary of the birth of Captain Matthew Flinders, explorer and navigator on March 16th, 1774.

This plaque was unveiled by the Hon. R. J. Hamer, E.D., M.P., Premier of Victoria on March 16th. 1974.
