The plaque commemorates Harold Harding Mattick B.E.M. who was Shire Clerk of the Nambucca Shire Council from 1927 to 1970. He was award the British Empire Medal in 1969 for services to local government. The plaque was erected by the Bowraville Sub-Branch Returned Services League.
