The bronze bust commemorates George Samuel Walter, Port Melbourne Mayor and Councillor, and also Commissioner of Melbourne Metropolitan Board of Works (MMBW), who died in 1937.  Walter was a Port Melbourne Councillor for an astonishing 40 years.
