The bronze bust commemorates the former Mayor of Bunbury (1972 - 1983), Patrick Usher who died in 1983 at the age of 61. 

During the 1970's Mayor Usher was instrumental in achieving several major milestones for Bunbury, including the town gaining city status, the building of a new civic administrative centre and the development of one of Australia's largest community sporting complexes at Hay Park.
