The monument commemorates Charlie Carter, the first Chairman of the Lake Tyers Aboriginal Trust.

In 1971 Lake Tyers reserve in east Gippsland in eastern Victoria and Framlingham reserve in western Victoria, were given back to the Aboriginal people. "Lake Tyers and Framlingham being recorded as the first freehold title being handed back to us, a lot of people think the first land rights was in the Northern Territory or places like that, they`re very shocked to hear that the first land rights was in fact in Victoria," Charlie Carter said.

When Victoria`s Governor Sir Rohan Delacombe handed title deeds to Charlie Carter, chairman of the Lake Tyers Aboriginal trust, it ended decades of political struggle.
