The shelter commemorates Graham Grogan, a council employee for 17 years, for his work in the indigenous community.
From a long-standing and respected Cairns family, Mr Grogan played a significant role in the community. Highly regarded by the aboriginal community, Mr Grogan served on the Board of Directors for two aboriginal and islanders organisations, the Aboriginal and Torres Strait Islanders Youth Welfare Co. Ltd and Woompera Muralug Co-operative Society.

Dedicated to Graham Lloyd Grogan: 21 / 05 / 1956 - 09 / 06 / 2004.
The Grogan Family are long-standing residents of Cairns involved in many community activities.
A valued Cairns City Council employee, Graham held great pride in the beautification of the Esplanade.
