The fountain commemorates local solicitor, Maurice Isaac. It was erected by the Rotary Club.
Isaac was a solicitor and accountant in Blackall from 1961 until his sudden death in 1982 at the early age of 47 years. Originally a Fijian Indian, he became a naturalised Australian in 1966. He was a charter member of Rotary for many years and one-time President. Following his death, Rotary built the pebble coated concrete fountain with stainless steel bowl.
As at 12 July 2014, the plaque is no longer attached to the fountain.
