The plaque commemorates Colonel P. W. Dobson who was President of the Newcastle Sub-Branch of the Royal Australian Artillery Association of New South Wales from 1953 to 1968.
Colonel Dobson was the Fortress Commander of Fort Scratchley when it was shelled by a Japanese submarine on the 8th June 1942.
