The memorial commemorates Joel Exner who was a victim of a workplace accident.

On 15 October 2003, Joel fell 15 metres to his death from an Eastern Creek building site on his third day of work because of inadequate safety. He became the focus of a community and union campaign for tougher laws to allow employers whose negligence kills a worker to be jailed.
