The plaque commemorates Joel Exner, a victim of a workplace accident in 2003. 

Joel Exner, aged 16, suffered fatal injuries on his third day at work when he fell 12.5 metres from the roof of a warehouse under construction at the EC1 Business Park, Wallgrove Road, Eastern Creek.

The Industrial Relations Commission found that the roofing contractor whose work practices led to the death of 16 yr old Joel Exner on an Eastern Creek building had put the lives of other young employees carrying out roofing work at risk only three weeks later.
