The fence commemorates Helena (Nellie) Carter who died on the 25th August 1942. Mrs Carter was president of the Grenfell Branch of the C.W.A. 

Grenfell District Hospital Monthly Meeting
The Nellie Carter Memorial Committee found £200 for the fence, and the Board was asked to find £100. The fence would beautify the approach to the hospital. He had not heard Dr. Rabbets suggest that they run £ wheel for funds to be spent inside the hospital. They could run a street stall and wheel and get the £100 needed to complete the fence.
