The park commemorates Richard Samuel Palmer (1904 - 1947) for his services to the Dardanup Road Board.

Richard Samuel Palmer was an orchardist in Dardanup. He was first elected as a member of the Dardanup Roads Board on the 17 March 1904, and served as a member on the Board up until the 19 April 1947 when he was defeated in an election. This included 20 years as the Chairman.

He died on the 20 October 1965 aged 87 years.
