The fountain commemorates Town Clerk, Frederick Jowett.

Frederick Jowett served 34 years on the Shire Council. He made one mistake of opening an account in 1886 and forgot it until auditors discovered it in 1903, but the investigation stated this as "gross carelessness rather than intent to defraud".

When Frederick Jowett died in 1921, the council granted his wife an annuity of 500 pounds, arranged for W.H. Hughes PM to dedicate the YMCA bandstand and commissioned the Jowett Memorial Drinking Fountain. Council required that the fountain would `admit a head between the pillars thereof` and the designers only just fulfilled this specification. Four pillars stand around the fountain, mounted on a base and bearing a dome all in granite.
