The plaque commemorates the services of Gerald James Sullivan towards the progress of the Coolah area.

Gerald James "Gerry" Sullivan (1943 – 2000) was an Australian politician. He was the Labor member for Wollongong in the New South Wales Legislative Assembly  from 1991 to 1999. Sullivan was born in Binnaway and was educated at Binnaway and Coonabarabran before attending the University of Wollongong. He joined the Coogee branch of the Australian Labour Party in 1961.
