The hall was erected to commemorate Reverend Phillip Norman who was rector of St Andrew`s Scone for 34 years.
The Rev. Phillip Norman of Scone has passed away at a ripe old age. The deceased cleric had administered the parish of St. Andrews Scone, for 34 years prior to his retirement some years, ago, and through both his ministry and retirement was adored by his people. Mr. Norman's hobby was meteorology and his weather forecasts were proved so true that many in the Manilla district bought or sold stock according to the nature of those forecasts.
